    What should I do?
This is a personal questions about my westie.
Yesterday went I took him out to do his "business" it seemed like he was straining. Afterwards I noticed some bright red blood in his white hair. There wasn't any blood in his feces. Later the same thing happened.
He seems to be fine, healthy appetite, runs & plays with his sister and is eating well. I guess my question is should I take him to the Vets today? Should I wait hoping he has hemorrhoids?

I wouldn't take any chances. I would recommend him to go to the vet

When you take him to the vet, make sure you tell him what your dog eats, including any treats, bones etc.

Yes the vet, and perhaps a stool sample too.
