    Grounding house wireing
Will it meet code to ground ungrounded outlets by individual grounds, such as a wire to a gas or water pipe, instead of through circuit box?

    Never to a gas pipe.

Only to a grounding electrode or the wire to an electrode. This means the service's ground rod or city water within five feet of entry into the home, or connect to the wire that goes from the main disconnect to any electrode.

Or can connect to the grounded or grounding bar in a panel.

Or you can protect the circuit with 3 wire outlets installed, just use the "No Equipment Ground" label on each ungrounded 3 wire outlet.

I thought the only type of 3-prong outlet you are allowed to add to an ungrounded system is a GFI with the "no equipment ground," note?

Yes, I omitted the "GFI" by accident. Good catch, Thanks
