Is this machine on a network? If not, are you using an administrator user ID?

Well that would mean that a piece of code (or a selection from the user group panel) has been set not to let you open it, because most likely, if you are on a network you could end everyone's programs, or if on a single machine you could end security or monitoring software, etc.
