It isn't as easy as all that.
While you may be able to turn the ring of the flange to accommodate turning the toilet around, you are still left with the issue of mandatory clearance limits.
Both the IPC and the UPC require a minimum of 15" of clearance from the center of the flange on either side -- If you rotate the toilet you will be left with 12" of clearance on one side and at least a 3" gap between the back of the toilet tank and the wall.
OTOH, if you aren't having the job inspected and can live with knee knocking clearances on one side, there are 15" rough-in toilets available that will eliminate the 3" gap behind the toilet tank.
