Fill the 7gal bucket
With it fill the 4 gallon bucket leaving 3 gallons in the 7 gallon bucket.
Dump the 4 gallon bucket then fill it halfway.
5 gallons. Does that work for you? :)
Edit: aah shucks, the monk beat me with a much more exacting answer.

Too complicated Monkey Boy. Jeez, you scientists over think everything.
Fill the 4 gallon bucket. Pour into 7 gallon bucket.
Refill the 4 gallon bucket. Pour into 7 gallon bucket.
You will be left with 1 gallon in the 4 gallon bucket. Dump the 7 gallon bucket out and pour the remaining 1 gallon into the 7 gallon bucket.
Refill the 4 gallon bucket and pour into 7 gallon one. You now have 5 gallons in that bucket.

Pour the 4 gallon bucket into the 7gallon 2 times- you have 1 gallon left in the 4 gallon bucket. Empty the 7 gallon bucket back into the lake. Then pour in the remaining 1 gallon in the 4 gallon bucket, and pour in another 4 gallons.
