When you are using WebDAV, you are using a webserver along with your local operating system (XP in this case). Both must be configured to handle .pdf files.

The first check is with the local machine, see if you can open a local .pdf file properly.

The second check is to see if anyone else can open .pdf files from the server. If they can't, the problem is with how the web server is delivering the files, specifically the MIME setup.

The last thing to check is back on the local machine to make sure that the operating system is accepting the MIME type. Check out Handling MIME Types in Internet Explorer

What type of web server is it? If it is IIS, then installing the version 8 or 9 Acrobat Reader will also install the PDF iFilter needed for IIS and will register the MIME type.
