I get the idea that there was a whole lot of garbage associated with the ACA implementation and it might take some time for it all to become obvious. The "program" as your calling it (ACA) is legislation seperate from the implimentation portion. The people that created the mess were corny's of number 2. That is mostly what this mess is about. Had they gotten honest people to do the work in the first place they would have had something that would work. But instead they gave out a sweetheart deal to friends of Michele and we get this mess to deal with. It is absolutley dumbfounding.
