If I were him I would not give one. The Constitution only requires the President to report to Congress about the state of the nation. It doesn't even say it has to be annually .

"He shall from time to time give to the Congress information of the state of the union, and recommend to their consideration such measures as he shall judge necessary and expedient;"

It does not require that to be in front of a joint session of Congress.
Washington and Adams did so ....but there wasn't another oral one until Woodrow Wilson ,and it is only since Reagan that Presidents have consecutively addressed Congress orally with a SOTU address .

All the press is going to concentrate on is who did not attend .So I would not give them the pleasure . He should just tweet his message .

All he has to do is read what somebody else wrote, and get through it with no adlibs. Then he will be a hero, at least to his bae and fellow repubs who probably are scared stiff right now. That should get him to Feb. 8th, unless porn star thing grabs more headlines, or Steve Wynn doesn't hide from public view.
