Who said plumbers putty, did I miss that? Plumbers putty is great for setting new sink basket strainers but pretty useless for setting a toilet. I need to move on but I see disaster coming like a headlight in a tunnel. Do not use plaster, period! It is totally inappropriate and the wrong material to use setting a toilet. I was just asking a question about plummers putty and what it does I never said I was going to use it.

You may be better off just calling a plumber and letting them use their own technique for setting a toilet on an uneven floor. There are many ways to level a toilet without leveling the whole floor. Its all about opinions at this point. There is no code involved. Good luck.

I finally got my toilet install I didn't have to shim it nor did I use flanges that were recommended I had to remove the old flange once I did that I put down a compression toilet flange. I mounted it down with a concrete nailer that shoots the concrete nails down once I did that I put the wax ringon the toilet then I put the toilet down and mesh it into the wax ring real good to the floor and the toilet sit down on the floor level no more shaking or rocking toilet in my house thanks for the advise gentlemen.
