    There is a possible solution that may not have been considered but your MIL would have to follow through with it. She can inform the SIL that she is not welcome there in front of the peace officers and also state that she will be tresspassing if she returns. If she does this then she will have to follow through and the police will have to take SIL away for tresspass. Its just a thought.
