If only! In many countries the penalty for women is much harsher, she can get stoned to death, beaten, declared unclean or ostracised. Even in own society the blame is laid more toward the female- as well as the consequences. The male is elevated as a 'stud' the woman '*insert own derogatory comment here*
Nb - I am unsure what your definition of illegal sex is, anything between two consenting adults is legal to me. Therefore there could only ever be one criminal and one victim per act. However due to the general tone of this thread I have assumed it to be sex outside of marriage - please correct me if I am wrong.
I believe this bias has been brought on by the patriarchal societies which created the religions which enforce this behaviour as a means of controlling women - who are technically a commodity/resource to males. I think the last matriarchal religion was pagan (although I am willing to stand corrected)

I think this is why natural female processes such as menstruation have been said to be punishments from god by males who wished to subjugate females further. OK I'm getting way to feminist for my own liking now, anyway you can see this is purely my opinion and I mean no offence to your religion, I just wished to put across this viewpoint which you are entirely within your rights to disregard. :)
