    New valve
Hopefully someone can help me. I recently updated my bathroom which was very old. When the plumber removed the bathroom the person below me noticed they had a leak, the plumber then switched the water off until the bathroom was replaced. Once it was replaced and the water was turned back the same thing happened to the person below. It turned out that the valve needed to be replaced should the plumber have know this from the first leak, or is it impossible to tell?

The plumber probably should have known there was a problem. Since he shut off the main to stop the leak he knew there was one.

Is this valve to your new bathroom or to the neighbor's bathroom downstairs? Is this a condominium complex?

If downstairs valve leaked... sounds like the plumber and the person downstairs knew there was a leak. So I figure they should have gotten together and agreed on a price to fix the leaking valve.

If leaking valve is your valve... plumber should have replaced it... period!

Anyway, I am unclear on situation.. can you explain more... if you dare... ;)
