I am a resident alien for tax purposes and my wife is a non resident alien. Can I still file a joint tax return? If yes, which form to use.

Yes, you can file a joint return as married. For US tax return, you will need to fill out W-7 (application for ITIN) and send it along with 1040. Note, send to the address specified on W-7 instructions (it's in Austin, TX).
