No, I don't believe that. I have not experienced that myself and I am pretty dark(milk chocolate complexion), but I am also a model and considered very attractive. Everywhere I go people of all races (black white asian etc) tell me I am so beautiful. So when people who are dark tell me they feel unattractive, I think it has nothing to do with their color.
In the US I don't think it is a big deal but in countries like India and some Asian countries they look down on people with darker skin which is sad.
But I think for the most part people just want clearer, even and a glowing complexion so they use skin lighners to get rid of dull skin, spots, discoloration etc to reveal a more glowing clear complexion.
In the same way, white people tan to get rid of pale, pink/yellow sickly looking complextion for a more golden glowing complextion.
