I have a tattoo around my right ankle and I was terrified (not big on pain) it feels like being stung by hundreds of mosquitos at once, not nearly as bad as you think, more annoying than painful. The ankle is one of the less painful areas to get a tattoo. If I can do it I'm sure she can too (I was 30 when I had it done).

I have 8 tattoos. One of them is on my ankle. It was the least painful out of all of my tattoos.
But it depends on what your mom thinks she can handle... what may not be painful for me, may hurt like hell to her.
But the ankle, for most people, is less painful.

I have a tattoo that goes down my leg and the least painful spot (in fact, I didn't know he had started yet) was near my ankle.

When it comes to piercings and tattoos, the level of pain actually all depends on you. If you have a high tolerance for pain, it shouldn't be bad. If you don't, it might hurt a bit. Honestly, you never know until you just get it done.
What hurts one person, may not hurt you, and vice versa. You are the only one that determines what will and will not hurt. What one person says may not apply to your mother.
Good luck to her! :)

My ankle was the only one that hurt but its really low on the bone almost to my foot, and I was really tierd, get it well above the bone and I'm sure it won't hurt too bad

I would love one on my ankle but I have really skinny ankles so I am terrified. Like to think have a high pain tolerance as I had 3 of my 4 kids with no pain relief

I have a huge tattoo on my foot and ankle - it was by far the most painful of my tattoos - the outline was bearable, but the colouring is just awful - having said that though, I know the pain is just temporary and my gorgeous tattoo is for life - If you want one do it! Smaller ones don't hurt so bad anyway.
