    Outdoor GFI's won't work
There are 2 outlets on the outside of the house. When I tried to use a powertool, it immediately tripped a GFI in the foyer. Neither of the outside outlets will work. The GFI in the foyer will not reset. I replaced the outlet with a new one and it still won't work.

A good indication that one of the exterior outlets has a problem. Suggest you turn off breaker and remove exterior outlets from boxes and look for problem, including moisture.

If the GFCI won't reset and you have checked the outside outlets connected to it to ensure that they're not wet (where you'd want it to not reset), you will need to replace the GFCI. These devices do wear out over time, so it may have just tripped its last trip.
