    Laminate Floor is Blistering
I installed laminate floors in my house with a pad underneath it and every time the floor gets something spilled on it or the dog pees on it the floor seems to blister like particle board does when it gets wet. I was wondering if there is a way that I can seal the floors so I don't have pull up my floors and replace them with something more durable.

To be honest you probably got a cheap floor, if you spend less than $2 a ft, I think that's a cheap floor. I once bought a floor for $1.25 and it did the same thing and I had to pull it up. The cheaper stuff just doesn't seal as well, meaning the joints are just not as tight, it has nothing to do with how you installed it, its just the material. As for sealing it you may try and use a wax, but id check with the manufacter before id do it

Glavine is very correct, sounds like poorly made materials to me. You might get satisfactory results if you clean the floor thoroughly and coat with a floor grade polyurathane like any hardwood floor. I am just noy 100% sure it will stick well enough, never tried it myself but you are going to need to try something. Maybe do a test piece. Allow to cure for 5 days and the abuse the heck out of it, put it under the dogs bed for the coup de gras.
