Blueangie, without being able to actually see the interaction, it is tough to give you a definite answer. If this happens in the evening after you have both had a long day, then your dog is just tired and is looking for a comfy place to nap, without any intrusions. He isn't interested in interacting with you, being petted or cuddled. He just wants to be left alone to sleep. He is getting past the energetic puppy stage and has become a normal adult dog.

If he behaved oddly one day and you got all uptight then you could have very well passed it on to him. You would not believe how they respond to your facial expressions/body posture. Don't hover over him and keep trying to get him to engage him in play or affection. This will only make him nervous. He will come around.
When he behaves like that just ignore him. If you want him to cuddle just get a balnket and lay on the sofa maybe he will come to you most dogs love to snuggle. But as ruby said sometimes they just want to lie quietly with being interrupted.

It sounds to me as though you have not had him very long.
