    89 honda civic eld
    I am having a problem getting power to the car from the battery everything looks fine and all the fuses are good I took the ignition apart thinking it was the problem and it still acts funny. When I turn the key off and pull it out it makes the sound that it is in a buzzing sound but I do not have lights or any power

    Be sure to perform the Check Engine Light tests and the K-Test. It wouldn't surprise me if the K-Test indicates the ECM is bad.

    You should have power at the 60 amp fuse in the underhood fuse box, its before the ELD, fuse #31, the other large fuses in the UH fuse box #32 60 amp and #33 40 amp may not have power, they come after the ELD, what do you have.

    You should have power to UH fuse #34 10 amp, its power comes from #31 and it bypasses the ELD. #31 60 amp protects the alternator heavy white recharge wire so you should have battery power at the alternator heavy white wire. You may or may not have power to the hazard switch, maybe a portion of what it needs to work is also disabled, if you were to disassemble the steering console, the grn/wht wire should have power to the hazard switch from UH Fuse #34.

    It looks like your ELD is the problem with some testing here, it is in your UH Fuse box. If it is bad then I think it comes with a whole fuse box.

    One more very important thing to check though, the engine has to be grounded to the chassis due to the insulating effect of the motor mounts. If you have lets say a bonding wire going from the valve cover to the radiator support or something like that, clean up the grounds and even go as far as adding some redundant grounds to include the negative battery post to chassis, engine, trans and body. Don't just make sure the ECU main ground is tight, take it off and clean it and reinstall it, even run a redundant ground to there also.

    Something here should fix you up, let us know how it turns out please, get to grounding.
