    Because they don't have to utilize all resources if they don't want to.
    It's a form of screening. If their approval criteria matches with T/U, they really don't need anyone else. If they opened themselves to other reports and lost money because of the wrong approval, to who's gain? They would still come after deadbeats and others would face potentially higher rates while creditors recoup their expenses. It's called doing business.
