My toilet takes about 3-4 for the tank to fill. It also fills about 2 inches above the water line. Once the water passes the water line it continues to fill for another 2-3 minutes. I hope someone can help.

i'm not sure of what kind of filler valve you have in the toilet tank.
Drain the tank down, get all the water out, turn off service water line to tank (should be cut off just above floor). Un screw the nut on the bottom of tank have small pan to catch the rest of water out of tank . Lets check water pressure from line ,have someone to hold line to squirt water in bucket or pan ,just barely turn shutoff valve on, if good flow then it's your filler valve inside tank. Sometimes grit or something in the water will partly plug the filler up. Like i said i don't know what kind you have ,but i'm going to try to hit the right one. Is it a plastic one ,that looks like a pipe ,has a round plastic float on one side ,the rising pipe looks like it has large screw theards on it, it has no long arm with a big plastic or metal ball on it. If i!m right, you can take it apart by twist turning it(, you will see a rubber seal its (replaceable,) but you will see if its plugged up,and has foreign stuff in it , clean it out ,put back the way you took it out ,when you tighten the nut on tank bottom ,be careful not to over tighten, you can break the nut. You will have to hold on to the inside to keep it from turning while tightening the nut and the service water line. ( you can adjust the water level with the floating bulb it slides up or down.
