Umm so I really like these 2 girls and they like me 2. I have been flirting with both of them is that mean to them?

It's not mean if you treat them both with respect and it's just friendship.
Just one thing though, make sure they are not best friends with each other, or you'll really upset them. That's the worst thing you could do to two girls.

Its not mean but make up your mind your playing games with the two of them pick one and stick to one enless u have no intention of starting a relationship like thing

Do they both like you back in the same way that you like them? If so, someone is going to get hurt if you pick just one. It may be best for you all to just remain as friends.

That depends on what your plans are. Do you feel serious enough about one of them to make her your 'steady' for now?
Depending on your age-group, it might just be you are learning how much fun 'flirting' can be and enjoy just that.. flirting.
We all tested our flirting abilities while growing up, and some never even grow out of it - that's when they are in trouble.
If it's just healthy flirting, why not ask your two favorites to join you in a park or at a movie some time and help you test your flirting skills. Ask them what girls like to hear when a guy flirts with them and make a game of it.
If it is a little more serious than that, then, as I said before, make darned sure that they are not best friends. That, my dear, is one of the GOLDEN RULES OF DATING... Never, never date both girlfriends..
You'll learn the other rules as you go - the hard way if you don't stay respectful.

That's not being mean, as long as you don't lead them on, or date them both at the same time. Are you dating either one of them?

Welcome to the life of choices. Unfortunately there is no rule-of-thumb to go by. You could even flip a coin and come out wining 50 and losing 50 and still not sure.
In time you will find what qualities you are looking for in a girl, be it looks, hair, attitude, hobbies, humor, eloquence, etc. It's all trial and error from here, you are the one having to make a choice. Look at it this way, it's all a part of life and you'll get better at making a choice once you really find out what your likes and dislikes are.
When I started dating, I dated guys with all kinds of hair color, but later on in life, I realized that I liked guys with red hair better than the others - it was just one of my preferences. I married a blonde guy - so go figure.
Now, after 40 some years, I still like the redheads though... well, there is a little grey mixed in there now.
