    Can a telphone company deny a person a telephone just because a fomer renter did not pay a bill at her apt. address is this a violation of her civil rights?

    Of course they can refuse.
    They are a business supplying a service, there's nothing about civil rights at all.
    Where does it say that you have the right to a telephone line?
