When we broke up, I paid her phone bill, she had the option to take over responsibility and didn't do it for almost a month so I cut the line. Cost me hundreds in cancellation fees... all she needed to do was make a 5 minute phone call to customer service. Instead she did nothing, waited for me to cut it, then got mad at me saying " that makes sence for you to take the things you gave me away? Is she crazy or am I?

On top of that, Ive been trying to get her back for 6 months, yet shes dating saying she only wants to be "friends", what do I do with this girl?

Her feelings have changed towards you and thus you have tried harder to be with her. This results in your value to her being diminished. You need to do NO CONTACT from now. Heal yourself and move on.

You two are no longer together, you don't owe or have to pay for anything of hers. Tell her to let the new guy buy her stuff. She sounds like a user, I would leave her alone and move on.
