    Winzip? Winrar? Do you still want to be able to play it? The whole point of mp3s is that they are already compressed.

    If you want to make an mp3 smaller, it needs to be encoded at a lower bitrate.

    What you need to do is convert mp3 to .wav. Then encode the .wav back to mp3 at a much lower bitrate. You'll need to experiment here, to get the desired file size.

    NOTE: FYI, the above method will degrade the sound quality, and converting compressed audio into uncompressed audio back into compressed audio is... not good. :)
