I saw this movie as a kid maybe between 83-86 I just remember it was a animated sci-fi movie two rats or some kind of rodent in space or in the future one of the scenes was with the two main characters the "main" character and his friend were getting drunk and the friend was so drunk he got in to a cab and mooned the main character its was on showtime or hbo
