We're having a garage built and the contractor is getting ready to pour the floor. Is it necessary to lay gravel before pouring the concrete is using rhebarb?

Gravel is certainly recommended to help with drainage of any ground water under the slab, and to help distribute load evenly under the slab. And yes, you need steel reinforcement in the concrete to keep it from cracking - typically for a garage floor you use a wire mesh, not re-bars.

Even more important than a gravel base (which... by the way is always a part of the aggregate composition of concrete), is the material that underlies the whole foundation. If the soil is "expansive" (subject to expanding when wet and contracting when dry), a sand base is the key. Also, if you live in an area that gets a lot of moisture, on and in the ground, a "vapor barrier" (plastic sheet placed over the base... usually sand) is a good idea. The key to controlling cracks is the frequency and depth of the control joints that are cut into the slab when it's poured. Concrete will crack. Rebar or mesh just hold it together when it does... so it doesn't fall apart or break away.
