    How to replace drain lever
The lever for my drain is rusting, no longer keeping the drain open enough for the water to drain out of the tub. I know it is not plugged.

This is called a tub waste and overflow. To make the replacement easier I would leave the tub shoe and drain and just replace the overflow and stopper assembly.
