One toilet in our house is not filling with water. The water line is on, other water in the bathroom is working properly ( i.e. sink, bathtub) what do I do to diagnose the problem? Thanks :)

The toilet does not have any water in it. It has not been used for a couple of months. I'm not sure what to do. The tank does have water. If I flush it, is there a chance of it overflowing?

I am not receiving water to one toilet. All bowls, sinks and showers on the same line are receiving both hot and cold water. Its only one toilet that failed to fill. When checking the line, it is not receiving water at the valve.
