    Ground Rod wires loose
All the wires connected to the ground rod seem to be loose. Is it safe for me to reconnect them myself?

Yes. Unless there is a short circuit to ground, there is no electricity on the ground wire. By code, the ground rod and connector have to be flush with the ground.
