What Chemical can I use to clean out a 4" sewer line

I have 4 houses on 1 sewer line, 4" pipe, that gets clogged frequently. All of the plumbers agree that the pipe is large enough and there should me no problems. I have to clean it out almost every other month with a sewer snake. Is there a chemical I can use for preventative maintenance?

I'm building a house in Austin and was wondering if someone can tell me the depth a sewer line has to be buried per code... I believe it's 18" but wanted to check. And how far do the clean-outs need to be spaced for a long run from the house to the sewer tap? 100 ft?
