So I just did something, is it legal?
    Dear Sirs/Madams,

So I wanted to order something but I live in Greece and we got Capital Controls going, I tried to pay via PayPal but the payment gets rejected because of CCs, so I created a second PayPal account without a credit/debit card and sent money to my 2nd account and then back to my main account thus I was able to pay using my PayPal balance, was wondering if what I did is illegal because I shouldn't be able to complete that order. (tl;dr Sent money from my main's account debit card to my 2nd account then back to my main account, paid via PayPal balance avoiding Capital Controls). So... Is this illegal?

You need to speak to someone knowledgeable about the rules of Capital Controls. I would suspect, as you do, that it is illegal if the initial transaction was refused.

How do you even know that capital Controls had anything to do with your first transaction failure?
