I have a 1999 Plymouth Grand Voyager Expresso 3.8 6 cylinder. It is having trouble starting. It does not start and clicks but after several attempts it finally turns over. The battery is fine. I replaced the starter relay but did not fix the problem. Is the next step replacing the starter?

Was the battery load tested to prove it is fine? Have the battery cables and connections to the battery been thoroughly checked as well?

Replacing the starter twice does not sound like a great option. Smoothy makes a good point, the battery needs to be load tested and the cable cleaned well. Also trace the ground cable from the battery to the frame or the engine block, make sure that connection is clean and tight too.

Remove and fully charge, or replace, the battery; clean the battery terminals and all grounds; and clean the cable connections to the battery, starter motor solenoid, and starter motor. If the problem persists, replace the starter motor solenoid, which is likely located on the fender or firewall. My bet is the starter motor solenoid's contact ring inside is severely pitted, which explains the clicking sound you hear. They run around $20 at Advance Auto Parts.

I'm assuming the "starter relay" you replaced was located in the under hood fuse/relay box.
