    That depends on your local jurisdiction and how hard the utility wants to push it. It could be as little as destruction of property, a misdemeanor and fine, or a felony for tampering and theft of a public utility.

    Save yourself the headache and talk to the landlord or utility company and see what it takes to have them remove it.

    Why is there a lock on it? Is the utility on, or off?

    Here in TN and KY they put a lock on for non-payment.

    I have known two people who have been busted for tampering with meters. One the electric and the other Gas.

    They can and frequently do fine you back to the date you established the account. One case the fine was $150,000 dollars (actually one of my neighbors on my street, and the Utility company dug up the street and disconnected it there until it was paid, at 3am, yeah I asked the people doing it) and the other was $250,000. Both in Virginia.

    I agree, It can be a felony, and can even include jail time, Also issues of fines which are normally 50,000 up.
