Peel and stick backer over linoleum paper stuck on floor
Can the backer(not the cement kind) go down over linoleum paper that is stuck to the floor? We are using peel and stick. Some of the paper is off and some on. Does it all have to come off?

The floor should be smooth and clean. If there are any high spots, they will show through the peel and stick tile. It may cause tile to crack where the edge of paper is.Any seams in substait should be flash patch as these will show through after a short time.
