    Age of adoption in Oregon
    My daughter's biological has died. Her
    Step father raised her from 3 years old. Today she is 41. Is it too lake for him to adopt her?

    Yes adoption of an adult is legal in Oregon. The birth parent being deceased has no bearing on it. There is also included a name change with the process.
