It is often assumed that the contract is signed or just accepted if treatment continues. Chances are the contracts were amend to prevent liability for potential drug interactions between the alcohol and what ever is being taken. It isn't directed at your friend specifically, but has become a condition of treatment in this clinic. As well, being on disability, the government probably wants to ensure that the money isn't being spent on hookers and blow. That it is actually being spent on living expenses. That it is being spent wisely instead of friviously. It is a hot point in politics right now. You give people money from the government and instead of buy food or host essentials, they're buying xboxes or what not.

My friend honestly had no clue they were not allowed a few nights of social beers so the friend failed 2 etg/ets tests due to drinking the night before both tests because they thought it was no big deal. My friend is pretty laid back take my meds properly and doesn't use illegal drugs. So this all said now they are having every 2 week visits and not thrilled as they are telling them they cant do something which is not illegal in their private life. Their life is already pretty anti social because of disabilty. They only drink beer and never get sloshed ever. The most beers in a night has been 5 cans little normal sized in a night. I understand how frustrated your friend must be, but that's life and is lot in it is kind of crappy. The problem is, even though alcohol consumption in the manner you're suggesting isn't illegal, but it is breaking a legal agreement between him and the pain management clinic. Which is bad. So your friend can either abide by the contract (and he should probably sign it) and continue his pain management, or stop so he can drink. Either live a bearable life or be sloshed and in a huge amount of pain.
Two things to conclude with, first being that we're not going to tell you how you cheat on a EtG test. No only does that open up serious liability issues, but it is morally wrong. I don't want him to take his meds, a fifth of vodka and drown in his own vomit because you can him the impression, from us, that he could continue to do this. That isn't going to be on us. Second I believe you and this friend is the same person, but that is just because when someone, such as yourself, comes on here to ask a question for their friend they're just trying to ask with out incriminating themselves. It is kind of odd that you know the minutia of this contract and his life like this. Just saying.
