Private well, with water softener, low overall pressure, very low after toilet flush
Low water pressure. If you flush the toilet or have washing machine filling, water barely dribbles out faucet at any location in house. If you are taking a shower the pressure to start shower is not great and diminishes during the shower. It would seem to be a water volume problem. The pressure tank is at 28psi. If you shut off the water and wait a little while, the water flow & pressure is back to the original volume flow and pressure.

I am not familiar with well / pump set up. So I will let others to comment on that subject. However, I am pretty sure 28 psi of pressure is a very low pressure. Volume problem at this pressure almost always exist.

Any way you can check on size of your pipes throughout the house and let us know what they are ?

The pressure tank is at 28psi.
Expound on that statement please. Is that the pre-charge air pressure of the tank?

Usually people set the pump cut on/cut off pressures at 30/50 or 40/60. The tank pre-charge pressure is set to 2 lbs. below the pump cut on pressure.

If your pump cut on pressure is 30 then the tank pre-charge is correct, assuming 28 lbs. is pre-charge. Pre-charge is set with the tank empty.

    How large is your tank?

Sounds like (to me) pump and tank are not set up properly.

Watch your pressure gauge as you turn on a faucet. See where you hear the pump turn on. Write that pressure down. The turn off the faucet as you continue to watch the gauge. Where does the pump cut off? Write that pressure down. Let us know what those two points are.
