    Searching for title of action thriller or science fiction movie
    Hello everybody!

    I was wondering if you could help me find the title of a movie. I think it be a movie of 80s, 90s.

    The story takes place in a town or city where there is martial law.

    Plot:
    A terrorist who has his spirit separated from his body terrorises the area. He has been turned into some kind of 'ghost' in a science lab.
    A cop, the main hero chases him, unsuccessfully in the beginning.
    A scene of tension, is when the terrorist and his gang go to the science lab to find his body, which is ruined by the cop. The terrorist kills the cop and the scientists and leaves the lab ready to explode. Eventually, right before the explosion, the cop is also turned into a 'ghost' by his girlfriend.

    The cop goes after the terrorist and his gang and eventually vanishes him.
    I think in the end he also deals with the mayor.

    The last scence dialogue was something like
    Girlfriend: "so what do we do now?"
    cop-ghost: "we vote

    I don't remember names or actors just the plot.

    Does anyone know?
