Sealing off shutoff valves

Is there some kind of a code that does not allow you to seal up areas in a wall cavity containing shut off valves. Don't you need some sort of access to them i.e. a trimmed out panel or something?

Hi, I had to turn off the main shut off valve in the house to fix a problem. When I turned it back on, it has a continuous drip. Is this common and do I just need to wait it out? I noticed similar problem with other shut off valves in the house. I'm worried about a flood!!
