    How do I find somebody with just a photo. This is genuine and nothing strange just a long story and need to know if this guy is who he says he is!

    You can not

    but if he says he is someone, then just hire a PI to verify, or go to where he works and lives and see if it is him.

    beyond that, there is not enough information to even guess what else is possible

    If you are having enough doubt to want to check then, no, he is probably not who he says he is.
