    2007 civic ex charging problems under load
    I put in a new battery thinking it was old and had a short or just worn out. No help, with the car idling and no load I get 14.xx volts, with high beams, ac, blower on max I get just above 12 volts. Does this sound like the electronic load detector?

    No. If you had an ELD issue, which is very rare, it would throw a code. You may have a voltage regulator problem, which will probably require installing a new alternator.
