    Floor problems
Someone else's mistake and now I need to fix. Problem: carpet glue over tile. Then it was painted. Can't strip old tile its asbestos. Will a leveling compound stick to this mess? Then I could paint it right?

The carpet was pulled out and you have vinyl asbestos tile under-correct? Now you want to use leveling compound and paint it? Why not sheet vinyl over the old tile base?

If you are going to tile over, use self leveling compound, prime with an acrylic emulsion primer and then install new tile.
