First thing comes to mind is a vet visit. My dog has allergies and that sounds like him before diagnosis. They can take a skin scrapping too to make sure there is no yeast infection, common when they scratch a lot

No actually I haven't taken her to the vet for this, I know I should, I just have to come up with the money to take her, that's why I was hoping for some ideas that might help

Unfortunately, without knowing what's causing the itch (which would require testing) there's really no way to give advice to stop it.

I did notice that you mentioned bathing, a lot. How often do you bathe your dog?

There's a lot of possible itchy skin diseases in dogs. Cause mine has Flea allergy dermatitis: It's a red, itchy pimple like bumps over the base of the tail, back of rear legs, and inner thighs. The scratching continues after fleas have been killed. So, better if you visit a vet. To know what the cause of that and gives your dog the right medicines

Its probably seasonal allergies. Dogs do get allergies and instead of excessive sneezing and runny nose/eyes, the express their allergy through itching.

Dogs can itch themselves to the point of raw skin, so it is best to go see a vet and get their help and possibly mediciations
