Installed New Toilet, but no water

After removing old toilet and installing new one, we turned the shut off valve back on, but there is no water. We do have water in the rest of the house, just not the new toilet. :confused: Any suggestions? Thanks!

This new toilet was “installed professionally” about 2 years ago. First note the toilet flange. It has brown material between the seem of the flange and the cast iron pipe but no covering.
