    The simple answer is no. However, since there have been millions and millions of words written in law books on the subject of search and seizure, there is no simple answer.

    You say search a cell, it will depend, why are you being stopped, how did they get their hands on the phone, There can be cases where it would be OK to check it, just not enough info given

    The police can and will do anything they, want and feel is reasonable in the interest of publics safety. Lets face it when it comes down to your word against the cops who do you think the judge is going to believe? I am not saying that cops are bad just that some will assume that the ends justify the means. Its not a cop thing it's a human thing.
