I remember a film that I saw in the early 90's, not sure if the film was from the 80's or early 90's.

But the main star in the film was a guy who drove a black souped up car that would fire out a grappling hook at other cars, I think he wanted revenge on speeders, because his friend or family member was killed by a speeder?

I think he would usually wait at the side of the road for a speeder to come past, and when one did he would fire out the grappling hook and it'd smash through the window of the speeder's car and hook onto the car's frame. I think this resulted in the car either coming to a stop or flipping over multiple times or something.

Ah! Just saw a similar question. Seems that this movie was called The Gladiator, and the guy actually drove a pick up not a souped up black car, the souped up black car was one of the speeders.
