Outside unit on Goodman heat pump not running
I have a 15 year old Goodman heat pump. Neither the outside unit or outside fan motor are running. The inside blower will kick on and run for a few minutes, just circulating air. After about 5 minutes, the aux heat kicks on and warms the house. I have checked the circuit breakers and none are tripped. I have checked the capacitor and it is fine. The unit is not whining or attempting to kick on. Does anyone have any suggestions on what to check next or what the problem could be?

The fan will stop after aprox 5 - 10 minutes. The motor was replaced, same issue. Then the tech bypassed the defrost relay, same issue. Then he wired straight to the contactor with same issue.
