Do I have to replace the fuse?
After resetting the fuse, why is it that the lights and receptacles’ still do not work?

Could be any of a thousand reasons.
What you are asking is like simply asking "Why won't my car start?"
    Understand?

Much more detail is required for us to even begin to help.

Is it a fuse or breaker? If a breaker, make sure you flip it all the way off and then back on. If it is a fuse, how did you reset? Haven't seen one of those in a long while. If nothing works after your effort, you probably have a burned or disconnected wire.
