    Most tire dealers in my area are also inspection stations and perform yearly vehicle inspections and that requires that certain conditions be met.
    Also, any repair shop can require that mechanics be certified mechanics. Proper installation of tires and wheels is one of the most important procedures performed on a vehicle as pertains to safety.
